The Singapore Contractors Association Limited Headquarters
The Singapore Contractors Association Limited (SCAL) Headquarters is a 7 storey institutional development with ancillary office spaces and a basement carpark, conceived as a contemporary hub for the construction industry. The design brings together administrative, training and collaborative functions within a clear and efficient spatial framework, supporting both daily operations and broader industry engagement.
Key spaces such as the double volume training centre, multipurpose hall and innovation centre form the core of the building’s programme. These are complemented by shared environments including the member’s lounge, the Luban Hall at the roof terrace and a landscape terrace at Level 5, which provide informal settings for gathering, events and interaction. Together, these spaces support a range of activities, from structured training to industry networking.
Sustainability is integrated into the design through the incorporation of photovoltaic systems at both roof and façade levels. In addition to rooftop panels, vertical building-applied photovoltaic panels are embedded as part of the façade design, contributing to on-site energy generation while forming part of the building’s architectural expression. The project has achieved the BCA Green Mark Super Low Energy (SLE) award.
Delivered through close coordination between consultants, contractor and client, the project also adopted digital workflows during its final stages, culminating in the implementation of Virtual Temporary Occupation Permit (TOP). This enabled remote inspections and documentation review while maintaining regulatory compliance.
The SCAL Headquarters reflects a pragmatic and well-resolved design approach, where spatial clarity, functional flexibility and integrated technologies support both present needs and future industry development.
